Remarks by Abdallah Kayonde

President, Migrant Workers' Voice

Introduction

My name is Abdallah Kayonde and I am the President of the Migrant Workers' Voice. I am so grateful to be part of the National Coordination Mechanism on Migration (NCM).

The Importance of the NCM Platform

1. Justice and Protection for Irregular Migrants

Having a regulated migration regime is critical because it protects migrants and brings justice—something any migrant or national would wish for.

• The Danger of “State of Nature”: Without such a platform, it is dangerous because you cannot seek justice for people in a “state of nature” who are irregular.
• Regulated Regime: A proper framework ensures that justice is accessible to all.

2. Data-Driven Policy Making

The NCM assists the government in developing informed positions and policies related to data.

• Key to Protection: Having data in place is essential for the protection agenda of any migrant who wishes to live in or come into the country.

3. Diplomatic Relations and International Collaboration

Migration issues often involve diplomatic relations with other states. Without coordination, states may not relate well with each other.

• Real-World Examples:
  • Ugandans have lost kidneys during migration journeys.
  • Cases of organ loss and trafficking have occurred.
• Need for Collaboration: If there are no migration coordination states, countries may not collaborate effectively to prevent these vices.
• Informing Decisions: Platforms like the NCM inform decisions regarding relationships, coordination, and support to prevent exploitation.

4. Welfare Support

For effective welfare support, countries need data related to the beneficiaries who are leaving the country.

• Understanding who the beneficiaries are ensures that support reaches those who need it most.

Conclusion

We are so grateful that this platform is being launched in Uganda, and we are ready to take it up. We are excited to see that the government is embracing such a regime, which is a positive step that we should all embrace.
